For the 2022/27 Governing Term, MEC offers Basotho, a solutions based programme that has been put together following extensive consultations across the length and breadth of our beautiful country.
This people-led programme identifies CORRUPTION as the critical challenge that faces the country and thus, the major priority of an MEC government. The theme of our Manifesto "Kill Corruption, Create Jobs" puts into sharp focus, the correlation between corruption and economic ambitions.
For Lesotho to develop, it is essential for the conducive environment to be created that stimulates investment. The fight against corruption and crime therefore needs to be the major priority of any government that is serious about turning Lesotho's socio-economic fortunes around.
As a government, MEC does not intend to reinvent the wheel, but rather execute and administration that is characterized by implementation. It will use as its compass, National Development Goals (NSDPII), UN 2030 SDG's, the AU Agenda 2063 and National Reforms, all implemented in earnest along its principles as a centre-left political movement.
Stimulated by a reduced prevalence of corruption, Infrastructure-led growth is a leading objective of an MEC government, responsive to the need for employment creation and accellerated growth to address development stagnation. As a cross-cutting challenge, infrastructure development is also vital to achieve goals around economic growth, which will be based on agriculture, manufacturing, natural resources and tourism as per NSDPII. For this purpose, the MEC's disposition on Public Private Partnerships as well as Private Funded Initiatives will take on a bolder attitude, adopting international norms and standards on development that is driven by the private sector.
Public sector investment will cast a spotlight on education, improving quality (curriculum, teaching and learning methods and better trained educators) at all levels. Strong efforts will also be made to deepen access to Early Childhood Development which is critical to achieve positive education outcomes. Access to healthcare, safety and security, orphaned and vulnerable children, combatting Gender Based Violence and Human Trafficking are areas in which the MEC government will address through reinvestment in Basotho. For such investment to happen, the MEC government will shore up the enabling environment by addressing government's heavy recurrent expenditure with a focus on the wage bill, enhancing tax collection, implementing a decentralization programme and creating a Sovereign Wealth Fund that better grows and utilizes the returns on the sale of Lesotho's natural resources.
The MEC government programme in the 2022/27 governing term, aims to combat corruption and crime in the short-term, facilitate accellerated growth in the medium-term and create the environment for transformative and sustainable growth in the long-term. While the goals of the MEC government appear to be overly ambitious, they are in fact achievable objectives when approached with an attitude of unwavering commitment to implementation, diligence and a strong work ethic typified by meroticracy. Basotho have been under-served by previous governments, especially in the past 10 years. This has created an urgent need for sweeping, transformative change and rapid development.
